Annual Incentive and Specialty Pay

Education Incentive (paid bi-weekly upon graduation from the academy)

Promotions and Transfers

The Houston Police Department offers lateral and promotional opportunities in over 45 divisions.

Promotion to Sergeant
A police officer is currently eligible for promotion to the rank of sergeant once they have attained five (5) years of service from their hire date as a cadet.

Promotion to Lieutenant
Sergeants are eligible to promote to the rank of lieutenant after two (2) years in grade as a sergeant and must have attained an associate's degree or completed a minimum of 65 hours towards a bachelor's degree from an accredited college or university.

Promotion to Commander
Lieutenants are eligible to promote to the rank of commander after two (2) years. Candidates for promotion to the rank of commander must have obtained a bachelor's degree or higher from an accredited college or university.

Requirements and Appointed Positions

Promotion to the ranks of sergeant, lieutenant, and commander each require passing a written examination and an assessment center in order to be placed on a promotional eligibility list. Commander is the last rank that can be attained via the testing process.

The ranks of assistant chief and executive assistant chief are appointed by the chief of police and require a master's degree from an accredited college or university.

Opportunities

After an initial three-year period as a patrol officer, an officer will be eligible to apply for transfer to another division. HPD has over 45 divisions including Patrol, Vehicular Crimes, Traffic Enforcement, Mental Health, Gangs, Burglary and Theft, Homicide, Juvenile, Major Assaults and Family Violence, Robbery, Special Victims, Auto Theft, Criminal Intelligence, Cyber and Financial Crimes, Major Offenders, Narcotics, Vice, Crime Analysis and Command Center, Tactical Operations, Special Operations, Airport (Hobby), Airport (Intercontinental), Emergency Communications, Air and Marine, Training, Recruiting, Risk Management, and Employee Services, to name a few.

Pay Charts

Base pay, housing and food allowences are based on rank and time in the Navy. Every Sailor earns off the same scale. SEALs qualify for a number of special pays, including jump, dive, demo, etc. Some SEALs get special pays for being SDV trained, knowing a foriegn language, etc.

        INSURANCE

        The Air Force provides our Airmen and their families with world-class insurance plans. They receive excellent rates, low cost, comprehensive medical and dental care at military or civilian facilities, full pay and allowances for sick days and low-cost life insurance.

        FOOD AND HOUSING

        The Air Force takes care of the basic needs of every Airman. Living expenses, including utilities and maintenance, are covered for those who choose to live in on-base housing. A monthly tax-free housing allowance based on rank, family status and geographic location is provided for off-base residents to help pay for living expenses.

        Food allowances are also provided, and single Airmen have a meal account that allows them to eat as many as four meals a day in the on-base dining facility for free. Tax-free, on-base department and grocery stores also help costs to continue to stay low.

        RETIREMENT

        The Air Force provides a generous retirement plan. Airmen are eligible to retire after 20 years of service and begin receiving benefits the day they retire. The Air Force retirement plan requires no payroll deductions. Those who’d like to save a little extra each month can take part in the Thrift Savings Plan (TSP)*, which allows participants to place a portion of their monthly pay into an account similar to a 401(k) investment plan.

        *TSP contributions are considered pretax dollars and therefore reduce the amount of income subject to tax, and the accounts grow tax-free. Enrollment is available when members first join the military and anytime thereafter. Unlike traditional military retirement, which requires a commitment of at least 20 years of active duty, money invested in the TSP belongs to individual members, no matter how many years they serve. Income contributed to the TSP is not taxed until withdrawn from the account. Withdrawal before age 59½ may be subject to penalty; however, the TSP accounts can be rolled over into an IRA or another employer’s retirement account.

        RECREATION

        Most Air Force bases have golf courses, arts and crafts facilities, bowling alleys, tennis courts, swimming pools and even equipment rentals, which can be either used for free or at better rates than similar facilities or options off base.

        Every base is also equipped with social activities and recreational programs geared toward the interests of every family member. These include Enlisted and Officer Clubs, base sponsored youth activities and youth centers where children can spend time in a safe environment.

        VACATION AND TRAVEL

        All Airmen receive 30 days of vacation with pay, during which they are free to travel and take time to explore local and foreign destinations. Airmen can take advantage of available space on Air Force aircraft to travel to many international destinations as well as almost any state in the U.S. For destinations near another military facility, they can enjoy hotel-quality lodging on base for a reduced cost.

        EDUCATION

        The Air Force offers an array of educational opportunities so you can achieve your true potential. On day one you’ll be enrolled in Community College of the Air Force earning college credit starting with Basic Military Training. The Air Force also offers scholarships to outstanding Airmen who wish to attend or complete their college education. Or you can receive up to 100% tuition assistance through the Air Force Tuition Assistance program, the Post-9/11 GI Bill, or the Montgomery GI Bill.

      2021 Pay Increase

      Military pay saw a 3.0% increase for 2021 compared to 2020 levels. The military pay tables below apply to active members of the Navy, Marines, Army, Air Force, Coast Guard and Space Force.

      The calculator above (and related tables below) reflect 2021 monthly pay based on the 3.0% pay raise, which is effective as of January 1, 2021. This pay increase will be reflected in your January 15 paycheck.

      About Basic Pay

      For most service members, basic pay is the largest component of monthly compensation. Allowances are the second largest component and there can be other monetary compensation such as special and incentive pays. All members of the U.S. Armed Forces receive basic pay, although the amount varies by pay grade and years of service. Basic pay is taxable, unlike allowances.

      How Basic Pay Increases are Determined

      Military basic pay raises are linked to the Employment Cost Index (ECI) and there is a formula for an automatic annual increase in basic pay that is indexed to the annual increase in the ECI. According to statute, a military pay raise is required be equal to the ECI, although Congress and the President often enact increases that are above the ECI. The President has the authority to specify an alternative pay adjustment that supersedes the automatic adjustment.

      Other forms of military compensation such as Basic Allowance for Housing (BAH) and Basic Allowance for Subsistence (BAS) are also subject to periodic adjustments but are computed differently.
